This will bring these students at par with other students by allowing them to comprehend, read and prepare their academic content for better understanding hence making them competitive & ready for any exam. These Accessible devices will also allow the students to access the power of the internet and also gain worldly knowledge. Concerted efforts over the last decades are bringing results. According to the National Family and Health Survey (2015-16), teenage pregnancy has halved in the last 10 years and the percentage of girls married as children has decreased from 47% to 27%.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">More girls are going to school than ever before and more of these schools now have girls’ toilets and menstrual hygiene management facilities. Girls are being increasingly celebrated by media as adventurous, ambitious and determined. Advertisements today include women and girls on motorbikes, in sports fields and in executive boardrooms.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">The Indian Constitution provides a powerful mandate for human rights in its Preamble, Fundamental Rights and Duties and specific provisions for affirmative action. The government has instituted laws and policies protecting the rights of girls and women, including a ban on dowry, pre-birth sex determination and child marriage. State schemes and programmes provide bicycles, hostels, life skills and stipends.</span></div>

Pradhan Mantri Surakshit Matritva Yojana, Janani Shishu Suraksha Karyakaram and Janani Suraksha Yojana support pregnant women, new mothers and infants.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">India is also home to robust social movements and organisations for gender equality and women’s rights. Few of us can forget the months after December 2012 when one of the largest protests on violence against women and girls resulted in the Indian Parliament amending within three months Section 375 of the Indian Penal Code. This now includes largely progressive elements on preventing and responding to violence against women and girls. Stories and images of girls and boys fighting gender based discrimination and violence fill newspapers every day in every language.</span></div>
<div style="background-color: white; box-sizing: border-box; font-size: 16px; height: auto; margin-top: 20px; max-width: 100%;">
<span style="font-family: Arial, Helvetica, sans-serif;">These efforts are critical. Girls in India lag behind boys in almost every indicator. They are less likely to be born, less likely to be taken to doctors when they are sick, less likely to go to private school and less likely to graduate from secondary school and university.</span></div>
<div style="background-color: white; box-sizing: border-box; font-size: 16px; height: auto; margin-top: 20px; max-width: 100%;">
<span style="font-family: Arial, Helvetica, sans-serif;">Indian girls are more likely to be anaemic than Indian boys but also fare worse than the global average for anaemia. 167 out of 1,00,000 Indian girls and women die giving birth, compared to a developed country average of 14. Indian girls are more likely to be married as children than boys, more likely to be sexually abused and trafficked.</span></div>
<div style="background-color: white; box-sizing: border-box; font-size: 16px; height: auto; margin-top: 20px; max-width: 100%;">
<span style="font-family: Arial, Helvetica, sans-serif;">When they grow up, Indian women are far more likely to experience violence in the home and outside it, usually from known perpetrators. Indian women have the 11th lowest rate of workforce participation in the world (27% versus a global 50%) and India is in the lowest ranked group of countries for gender equality in the 2016 Human Development Report.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">This is sobering. Three interdependent priorities can change the paradigm completely: educating girls, preventing their early marriage, and enabling their safe mobility.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">A girl cannot be educated and learn skills if she cannot freely and safely access school, college, health clinics, sports fields, markets and workplaces. If a girl is not educated, she will not become financially independent. On the other hand, a healthy, educated, income-earning woman will make more productive decisions for herself, her family and her community.</span></div>
<div style="background-color: white; box-sizing: border-box; font-size: 16px; height: auto; margin-top: 20px; max-width: 100%;">
<span style="font-family: Arial, Helvetica, sans-serif;">Multiply this individual impact by 225 million girls and imagine what India could look like! A drastic reduction in sick and malnourished children, more equal and responsive leadership and an impact of up to 60% on the economy, according to a 2015 McKinsey report.</span></div>

<span style="font-family: Arial, Helvetica, sans-serif;">These priorities are not just the government’s or the UN’s or NGOs’ – they are the priority of every Indian who is committed to the country’s well-being and growth. What are we doing to ensure that every girl we know – our daughters, the daughters of our domestic help, the daughters of our neighbours – goes to school? Let us refuse to participate in weddings where the bride or groom is a child or where dowry has exchanged hands.</span></div>

Let our daughters have as much freedom as our sons and our sons as much responsibility as our daughters.</span></div>

India’s record in addressing undernutrition is abysmal. With a stunting rate of 38.4%, India accounts for about a third of the world’s stunted children. The proportion of wasted children in India increased from 19.8% in 2005-06 to 21% in 2015-16. Moreover, in states like Bihar and Madhya Pradesh, more than 40% of the children are underweight. Thus, nutrition should be high on India’s list of development priorities.</span></div>

There has been a substantial decline in allocation for Central schemes. The Integrated Child Development Services Scheme (ICDS), a key scheme which provides basic education and health services to women and children below six years, suffered serious budget cuts. Allocation for ICDS declined consistently from Rs16,684 crore in 2014-15 to Rs15,489 crore in 2015-16 and Rs14,736 crore in 2016-17. Although 2017-18 saw an increase in the allocation for ICDS to Rs16,745.2 crore, this figure is only 0.5% higher than the actual expenditure incurred in 2014-15.</div>

In the case of other schemes, like the Rajiv Gandhi Scheme for Empowerment of Adolescent Girls, also known as Sabla, and the Mid-Day Meal Scheme (MDMS), budget cuts were deeper. The outlay for Sabla declined from Rs622.4 crore in 2014-15 to Rs475.2 crore in 2015-16, and to Rs460 crore in 2016-17. In 2017-18, the allocation has been kept at the same level as 2016-17, which actually implies a decrease in allocation in real terms.</div>

In the case of MDMS, there was a persistent decline in allocation from Rs10,917.6 crore in 2013-14 to Rs10,523.4 crore in 2014-15, and further down to Rs9,144.9 crore in 2015-16. In 2017-18, there was only a 3% increase in allocation, from Rs9,700 crore in 2016-17 to Rs10,000 crore. Again, the allocation in 2017-18 is lower than the actual expenditure of Rs10,761.4 crore incurred under the scheme in 2012-13. Even the 3% increase over last year does not mean much if inflation is factored in.</div>

However, some Central schemes did witness an increase in allocation. The Maternity Benefit Programme, a conditional cash transfer to pregnant and lactating women to provide compensation for wage loss and adequate nutrition and rest, witnessed an increase in allocation from Rs634 crore in 2016-17 to Rs2,700 crore in 2017-18. The total cost of the programme up to 2019-20 is Rs12,661 crore for 5.17 million beneficiaries. However, nutrition experts regard this as inadequate because the number of beneficiaries under other schemes, notably the Janani Suraksha Yojana, was much higher at about 7.5 million, and that too in 2015-16.</div>

Although the whole argument behind fiscal restructuring was that with more resources at their disposal, states would step up their expenditure, data on state budget allocation for nutrition schemes is not encouraging.</div>

In fact, 2015-16 witnessed a decline in budget allocation in many states. In Uttar Pradesh, the total budget outlays for nutrition-specific interventions declined from Rs4,358.1 crore in 2014-15 to Rs4,054.9 crore in 2015-16, and subsequently increased to Rs4,573.3 crore in 2016-17. Budget outlays for micronutrient supplementation and deworming declined from Rs67.7 crore in 2014-15 to Rs58.9 crore in 2015-16, and Rs56.5 crore in 2016-17.</div>

Similarly, in Odisha, the budget for nutrition-specific interventions declined from Rs1,188 crore in 2014-15 to Rs961 crore in 2015-16, and then increased to Rs1,302 crore in 2016-17.</div>

In Bihar, there was a small increase in the allocation for nutrition-specific interventions, from Rs1,778 crore in 2014-15 to Rs1,972 crore in 2016-17. Rajasthan witnessed a modest increase in outlay for nutrition-specific schemes from Rs975 crore in 2014-15 to Rs1,022 crore in 2015-16 and Rs 1,106 crore in 2016-17. But budget allocation for nutrition-specific schemes in 2016-17 is 13% lower than the budget allocation in 2014-15.</div>

Thus, greater fiscal autonomy has not yet translated into higher spending on nutrition by states.</div>

Two critical questions emerge. First, can the Centre renege on its responsibility at a time when a large proportion of India’s children are undernourished?</div>

Second, given that states have a greater responsibility, what can be done to ensure that they step up their allocation for nutrition?</div>

While the former is an ideological question, here are some recommendations for the latter. Firstly, the Centre and state should work together to set nutrition targets for every state and district. Secondly, the Centre should play a more proactive role in monitoring the nutrition programmes of every state. Lastly, effective steps need to be undertaken to upgrade capacity at the state level.</div>

More than 90 % of students with deafness do not have access to and are out of the formal education system. Lack of access to language has also kept the deaf away from development of social and cognitive skills.<o:p></o:p></span></div>

Language(ISL) to students. Jeevan Tarang also focuses on capacity
building of teachers by teaching them ISL, who then will be equipped to teach
the courses in ISL. Through this partnership, the aim is to enable 400 children
learn sign language so to empower the children by imparting education and
vocational training for rehabilitation of hearing and speaking impaired
children, instilling self-confidence and skills & qualitatively improve
both their professional and personal potential to be an active contributor to

The Chief Guest of the event was Ms. Taru Surana – Dy. Director, ICDS, Udaipur District who unveiled “Khushi” Board to initiate the program. During the program, Ms. Taru said “Anganwadi program will be strengthened with the intervention of Hindustan Zinc to improve attendance, health and the well-being of Anganwadi children.”</span></div>

meal and a stepping stone for school — anganwadis in the city have two key
responsibilities. The Indian Express explores the problems at each front.<o:p></o:p></span></div>

Naseem does not go to school, but that doesn’t mean he can stay at home after
breakfast. As soon as the clock strikes 9 am, Naseem leaves home,
unenthusiastically dragging his feet across a small drain filled with plastic.
He eventually reaches a small room on the ground floor of A block, New
Seemapuri, in northeast Delhi.<o:p></o:p></span></div>

some younger than Naseem, are already there, with an old fan and a rug to keep
them comfortable. A few tattered charts with alphabets and numbers hang on the

greeted by his teacher (officially a ‘worker’), a woman in her 30s. She marks
him ‘present’, and he sits down to play with the plastic toys scattered on the
floor.<o:p></o:p></span></div>

<span style="font-size: small;">He spends
the next four-and-a-half hours at the anganwadi centre (AWC), which is supposed
to provide him supplementary nutrition and prepare him for Class I. But his
mother, Shabana, has a grouse: “He has been going to the anganwadi for over two
years. Forget learning the alphabets, he still doesn’t know how to hold a
pencil, or colour.”<o:p></o:p></span></div>

still sends her son to the AWC because that is the only time she gets to do
tailoring work. Her husband is a daily wager. The couple have three other
children — two study in a nearby municipal school and one in a Delhi government
school.<o:p></o:p></span></div>

plays, another woman walks in holding two children, aged three and four, by
their hands. She makes them sit alongside Naseem. She is a ‘helper’ at the AWC,
responsible for bringing children aged six and below from the neighbourhood to
the centre — under the Integrated Child Development Services (ICDS) Scheme.<o:p></o:p></span></div>

under the Ministry of Women and Child Development, and looked after by the WCD
department in each state — has been in place since 1975. It was restructured
under the 12th Five-Year Plan to ensure holistic development of children aged
six and below.<o:p></o:p></span></div>

to reduce anaemia and child mortality rate by giving supplementary nutrition —
especially to malnourished children — and to improve early learning outcomes.<o:p></o:p></span></div>

teacher is meant to keep children engrossed till 12.30 pm, when food arrives.
She makes them narrate a poem, but eventually they get fidgety and say they
want to go home. The two women assure them they will get food soon. Eventually,
men carrying two steel containers walk in around 11 am.<o:p></o:p></span></div>

chana (black gram). While there’s a different meal every day (see box), the
snack alternates between black chana and white matar. The children — there are
6,97,158 in anganwadis across the city — know each day’s menu by heart. Even

line up with bowls. Some sit and eat, while Naseem runs home with the food. He
keeps it in the kitchen and asks his mother for lunch. “Many children don’t
like the food at the anganwadi. Naseem usually comes home and eats lunch,” says
Shabana.<o:p></o:p></span></span></div>

Dhariwal, a worker at an AWC a few blocks from Naseem’s home, explains why: “It
is impossible to eat this rice. The chana has no salt. But children still eat
the food because there is no one to cook for them.” Dhariwal, who has been at
the centre since 2012, says the quality of food has deteriorated with each
passing year. “It is only when there is news of an inspection that the quality
improves,” she says.<o:p></o:p></span></span></div>

department. There are 22 in the city and work is allotted through a tendering

says she has raised the matter with her supervisor and the Child Development
and Project Officer (CDPO). Since there are only 37 CDPOs for 95 projects, an
officer cannot visit each centre under her daily, which means quality tends to
slip. “Apart from visiting the centre, we also have a lot of administrative
work. It is not possible to keep a record of every centre,” says a supervisor
in south Delhi, who did not wish to be named.<o:p></o:p></span></span></div>

recently took additional charge of the WCD department, acknowledges the
problem. “As services are no longer under the jurisdiction of the Delhi
government, it has become difficult to appoint officers,” he says. For now, the
minister has asked DANICS and ad hoc IAS officers to visit two anganwadi
centres on Saturdays.<o:p></o:p></span></span></div>

takers, most of the food at anganwadis in Sangam Vihar — one of Asia’s largest
unauthorised colonies — is often thrown away. There are frequent complaints
that the anganwadis have been serving the same snack every day. “Children get
tired of eating the same thing. Since we have to keep them here till 12.30 pm,
I buy biscuits for them,” says Suman Lata, a worker at AWC No. 100 in Hamdard
Nagar.<o:p></o:p></span></span></div>

government had decided that commercial ventures will not supply (food) and that
work will be given to NPOs. But, ultimately, these commercial ventures started
NPOs. The profit in food distribution is huge. Then there are supervisors who
work with these NPOs, so monitoring quality has been a huge challenge.”<o:p></o:p></span></span></div>

they found the child needed immediate medical attention and took her to the
hospital. Till date, she has not fully recovered.<o:p></o:p></span></span></div>

“Anganwadis don’t have proper weighing machines… Many provide inaccurate

Rajasthan is at the bottom where only about three per cent children have access to good food and in Uttar Pradesh the figure is slightly higher where five per cent children are well nourished. As far as the National capital is concerned, despite being one of the most equipped cities, only six per cent of the children in the city receive proper nutrition. Even Tamil Nadu which has the highest percentage of children receiving adequate nutrition, the number does not cross 31 per cent.</span></span></div>

As a part of the Jeevan Tarang Initiative for main-streaming people with disability, a Trek was organized on 5th March, 2017 for Blind students of Vidhya Chakshu Senior Sec. School, several employees at HZL (from Finance, Exploration, Project Commercial, CSR teams & HZL spouses) volunteered to take these 10 blind students for Trekking. Each volunteer was paired with one visually-challenged student for the 8 km long Trek to Badi and the forests & fields around. The Trek was sponsored by the HZL EXCO members. The Trek gave a lot of confidence and happiness to these students.</div>

Care for the underprivileged
children is very close to the heart of Anil Agarwal, Chairman of Vedanta Group.
“No child in India should remain malnourished and be deprived of nutrition,
health and primary education” is what he has envisaged. In this process<span style="color: #1f497d;">,</span> Vedanta initiated adoption of government run
Anganwadis in the year 2008. The intervention was for a limited period,
benefiting children in age-group of 0-6 years.<o:p></o:p></div>

Last year in 2015, Hindustan Zinc
signed the MoU in association with Government of Rajasthan <span style="background: white;">for the adoption of 3055 Anganwadis in Rajasthan</span>
under its project “Khushi”.<o:p></o:p></div>
<div class="MsoNormal" style="text-align: justify;">
<span style="background: white;">Anganwadi
Centre at Khanpura is one such Anganwadi where initially 20 children were
enrolled and looked after Asha Coordinator, Anganwadi Mitra and “Khushi” team.
But during the start of the session this year, parents of some of the children
withdrew their names from Anganwadi Centres and got them admission elsewhere.<o:p></o:p></span></div>

<span style="background: white;">“Khushi”
team, Asha coordinator and Anganwadi Mitra took it as a challenge and decided
to strengthen the Anganwadi and re-enrol<span style="color: #1f497d;"> </span>the
children in the centre. <o:p></o:p></span></div>

<span style="background: white;">The
team invited parents of the children who left for the meeting at Anganwadi
Centre to sensitize them and create awareness about the role-play of Anganwadi
Centre in development of the future of their children. Parents were then
briefed about the facilities and benefits that an Anganwadi centre would
provide to their children. <o:p></o:p></span></div>

Advaiya, Mrs. Anita Sharma – Socialite and Mrs. Kavita Barjatiya – Freelance
Anchor for TV and Radio programmes, also decided to pick-up best of the best
category awards and accordingly 5 winners were also declared who made the best
paintings across all the 8 themes. The winners were - Savi Prajapat from St.
Mary’s School, Het Choubisa from Kendriya Vidyalaya (No.1) School, Sandali
Rathore from Ryan International School, Gayatri Veerwal from Kendriya Vidyalaya
and Saloni Rathore from Ryan International School who were awarded with
trophies. </span><o:p></o:p></div>

of the schools that participated in Khushi Creative Workshop has been
recognized and a memento was presented. All the children who participated
in the workshop have also been given certificate for their contribution. </span><o:p></o:p></div>

on the occasion, Sunil Duggal emphasised on the need to continue with such
efforts to sensitize the society towards care for the deprived children.
Acknowledging the sentiments of children, he expressed his desire to display
these paintings at various Units of the Company to promote care for the
deprived children. He applauded the sentiments of children behind such
thoughts. Vikas Sharma, COO also appreciated the thoughts of children behind
such projects and congratulated children for bringing such thoughts forward by
way of depicting them on canvas. </span><o:p></o:p></div>

Corporate Communication and Founder of Khushi, introduced the thought of making
“Khushi Club” in schools that can deliberate on the care for the deprived
children and how schools can unite their activities towards a single focus on
child care. With the “Khushi Club” the schools would also need to open “Khushi
Bank” that would facilitate all funds that are now still diverted. These funds
can be then spent on a focused activity through decisions taken by the “Khushi
Club”.</span><o:p></o:p></div>

<i>One more step towards fight against Child Malnutrition<o:p></o:p></i></div>

3 months back when Lakshmi, a 15 months old daughter of
Radheshyam Gameti from Negadia Bheel Basti at Rajsamand was admitted to the
hospital to fight against malnutrition, few more such cases got highlighted at
that time in Rajsamand. <o:p></o:p></div>

On such case was that of a 18 months old ‘Vijay’ living in
Bijnaul village of Rajsamand. Vijay was suffering from severe malnourishment
and had haemoglobin as low as 3.5 g/dl whereas child of his age has normally
haemoglobin of 10.3 – 12 g/dl.<o:p></o:p></div>

When "Khushi" team came to know about it, they tried
convincing his mother Ratni Bheel to admit Vijay to hospital for the treatment
but being religiously superstitious she simply refused and continued believing
that prayers will heal his son. This did not stop "Khushi" team in making efforts
and finally with the help of local administration they admitted Vijay to the
hospital where his treatment started.<o:p></o:p></div>

Problem did not end here, it was not just the lack of
education and awareness that had been responsible for Vijay’s deteriorated
health but also poverty and inadequate food to eat at his home. Seeing the
grave situation,"Khushi" team took the help of social media and local
authorities to arrange proper food including Dal and Rice for the family
especially for Vijay to improve his health.<o:p></o:p></div>

Today, Vijay has recovered from Malnutrition and has
haemoglobin of 10.2 g/dl. With this<span style="color: #1f497d; mso-themecolor: dark2;">,</span> Ratni Bheel has also understood that not just prayers at temple
will cure the ailment but visit to hospital is also important for treatment.<o:p></o:p></div>

centre) programme, officially known as ICDS, about 2.3 cr children in India, up
to 6 years of age are suffering from undernourishment and are under-weight. <o:p></o:p></div>

deaths, largest malnourished children and largest street children in the world.
The future generation that is expected to take the country forward need to be

child care. Project “Khushi” has over 200,000 followers across the world and
everyone wants to help the deprived children. There is no donation
required and neither do we accept. We just want people to develop a sense of

Creative Workshop” for the children of classes 6<sup>th</sup> to 12<sup>th</sup>.
On 23<sup>rd</sup> November 2016, Udaipur saw 250 kids from the schools - Delhi
Public School Udaipur, Kendriya Vidyalaya, Seedling School, Ryan International,
The Study, Bohra Youth School, DAV, St. Mary’s Convent, Vidya Bhawan and St.
Matthews exhibiting their thoughts on child care. <o:p></o:p></span></div>

Lakshmi is a 15 months old daughter of Radheshyam Gameti
from Negadia Bheel Basti at Rajsamand. Lakshmi was severely malnourished with a
weight of mere 3.2 kg with 2.3 as Haemoglobin count. Even after the
repeated efforts of Mangilal, the KHUSHI coordinator at Anganwadi Centre,
Lakshmi’s parents did not take her to the hospital for the treatment. It is
only when KHUSHI nutrition specialist, Ms. Shweta Dave intervened, they
admitted her to the MTC Centre at Nathdwara. But when Lakshmi’s health got
critical, KHUSHI team got her admitted to the hospital and initiated her
treatment with professional team of doctors. Lakshmi required Blood for
her quick recovery. As she had rare Blood Group – AB –ve, different channels like
social media were utilized to request people to donate blood. <o:p></o:p></div>

Finally, the help reached and now Lakshmi is at recovery
stage.<o:p></o:p></div>

According to a status report on the Anganwadi (day care
centre) programme, officially known as ICDS, about 2.3 cr children in India, up
to 6 years of age are suffering from undernourishment and are under-weight,.
Despite many years to India’s independence, where country has
socio-economically developed, child malnutrition problem has remained unchanged
for years. <o:p></o:p></div>

Poverty is not the only cause of malnutrition, it may be an
important cause due to lack of adequate food but lack of education and
resources to care for their children sums up the problem of Malnutrition.<o:p></o:p></div>

One positive change that Lakshmi’s incident brought was that
lot many cases of undernourishment from her village came into limelight and
